1. Write up a list of what you want and what you need. Take a look at your wardrobe, your kitchen, your living room and decide what items you need. Then, decide items to buy based on urgency and importance. What you need is more important than what you want.
2. Draw up a budget and stick to it.
It is always better to plan a bracket figure than a set amount. Sometimes, certain clothing items will be on sale, or you'll see the perfect pair of shoes that wasn't really on your list, but that you've been searching for months for.
